The Sochi administration clarified that ethical behavior norms apply to beach areas, just as they do everywhere else, and their adherence is monitored by representatives of the authorities.

- In Sochi, patrols have been intensified to identify violations of ethical conduct on unregulated coastal areas across all districts, including people being nude on public beaches. Such violations may be classified as minor hooliganism, which is subject to administrative penalties under the law, said Svyatoslav Yershov, director of the department of resorts, tourism, and consumer services of the Sochi administration.

So far, 11 violations have been recorded on the resort's beaches. Five individuals were informed about the rules of conduct in public places, while administrative protocols were issued to the others. According to Article 20.1 of the Administrative Code of the Russian Federation, fines range from 500 to 1,000 rubles. During the summer season, there are 170 equipped beaches operating in the Greater Sochi area.
