Russia to amend its Forest Code

The Ministry of Natural Resources of Russia has developed amendments to the Forest Code of the Russian Federation aimed at combating illegal logging. As EcoTourism Expert came to know, the  draft “On Amending the Forest Code of the Russian Federation in Order to Improve the Legal Regulation of Timber Harvesting” clarifies issues related to logging operations, including the use of machines and equipment designed for cutting forest stands, as well as the removal of wood from the forest.

“At present, taking into account the peculiarities of the wooded area, as well as the limited number of forest inspectors, it is rarely possible to detain persons carrying out illegal logging of forest stands directly at the scene of the offense. Accordingly, it is very difficult to prove their involvement in the illegal cutting of trees, shrubs and vines,” the department said. Changes in forest legislation will allow to rectify this situation and quickly identify those who fell the forest.

It is assumed that the list of machinery and equipment intended for cutting forest stands, as well as for exporting timber from the forest, will be approved by the Government of the Russian Federation. It is proposed that it will not include dual-use machinery and equipment, including gasoline and electric saws, as well as axes, hand drills, saws and knives.

The Ministry of Natural Resources believes that the bill will be an effective measure to prevent illegal logging, which will not limit the rights and freedoms of citizens.
