Dmitry Kobylkin: The draft law "On the protection of Lake Baikal" is aimed at preserving the unique territory

The draft law "On the protection of Lake Baikal", considered on July 11 in the first reading, is aimed at solving a number of accumulated problems related to the inability to ensure full-fledged environmental and fire safety, as well as protect the rights of citizens living in the Baikal natural territory.
 
“The problems associated with the treatment facilities at Baikal concern about 100 settlements and burial sites. The question of the need to build a series of protective structures was repeatedly raised in order to prevent harmful substances from the already closed BPPM from entering the lake. And in order to build them, it is necessary to carry out certain clearings in this place,” said Dmitry Kobylkin, head of the State Duma Committee on Ecology, Natural Resources and Environmental Protection.
 
“The bill also provides for compensatory reforestation. This means that instead of one lost cut down tree, five will be planted. This is the only place in the country where such an approach will be applied,” concluded the head of the relevant committee.
 
In addition, according to the parliamentarian, it is necessary to solve another serious issue of building a full-fledged communal infrastructure in connection with the growth of the tourist flow to Baikal.
 
“Today, about 2 million tourists come there. In 2030, it is expected to grow to 6 million people. And then, according to the forecast, there will be the level of Sochi. Moreover, there are practically no hotels on Baikal where one could have a civilized rest without harming nature. If certain steps are not taken now, as a result there will be a constant threat and risks for the lake's ecosystem,” he added.
 
Kobylkin also said that in order to preserve the uniqueness of Lake Baikal, comprehensive environmental surveys of the territory where the work is planned to be carried out are envisaged.
 
Also, all documentation for the facilities planned for construction will be required to undergo a state environmental review.
