The State Duma adopted a law on the arrangement of places for outdoor activities in forest areas

The head of the State Duma Committee on Ecology, Natural Resources and Environmental Protection Dmitry Kobylkin commented on the law on the arrangement of places for active recreation in forest areas. Amendments to the Forest and Land Codes introduce clarifications regarding the regulation of the placement of ski slopes, trails and paths. The document regulates the creation of infrastructure in forest areas on the basis of a balance between the need to provide citizens with places for outdoor activities and the preservation of forest ecosystems.

According to him, this can only be done in areas not occupied by forest plantations.

"There is no question of logging and there cannot be. There are no such norms in the law," he said.

“At the moment, there are restrictions according to which bicycle, running and other paths cannot occupy a total area of ​​more than 1 hectare and exceed 20% of the area of ​​the site. The same ski slopes cannot be entered into these standards. We also need elements of improvement of the forest area, including gazebos , awnings, benches, toilets, lighting objects, trash cans.The law is aimed at solving these issues.In order for our citizens to be healthy and lead an active lifestyle, it is necessary to create conditions.At the same time, what is important, to minimize the load on ecosystems.

Let me remind you that the law does not allow the creation of objects that are places of residence of individuals.

Moreover, the document contains norms aimed at increasing the level of environmental protection of forests. For example, if now only the construction and operation of non-capital buildings, structures not related to the creation of forest infrastructure is provided for, the new norms also provide for their dismantling. Persons using forests draw up a forest development project.

Another addition is that the lands that were used for the construction, operation and dismantling of non-capital buildings, structures not related to the creation of forest infrastructure are subject to reclamation," commented Dmitry Kobylkin.
