Norilsk power company sends copies of official diesel leak reports to law enforcement

The Norilsk-Taimyr Energy Company, NTEC (part of the Nornickel group) sent copies of official reports about the incident that occurred on May 29 at the Norilsk TPP-3 (Kayerkan district) to law enforcement agencies.

NTEC timely and duly informed about the incident in accordance with the liquidation plan.

A diesel fuel leak message was received on May 29 at 12.55 from the dispatcher, at 12.57 it was confirmed by the TPP specialists. And at 13.08 operational information was transmitted to the Public Safety Answering Point of the Siberian energy system, Kemerovo.

Then, the operational information was transferred to the Public Safety Answering Point (Civil Defense and Emergencies Directorate of the Norilsk administration), later to the Ministry of Energy (Situation and Analytical Center of the Ministry of Energy, Moscow), to the Situational and Analytical Center of the System Operator, Moscow. Form «2 emergency situation» was sent to the Public Safety Answering Point. Later, the «3 emergency situation» form was sent to the Public Safety Answering Point. Then the «4 emergency situation» form was sent to the Public Safety Answering Point. 

By the evening, NTEC ordered the introduction of emergency situations.

The incident took place due to a sudden subsidence of pillars that have served for over 30 years without any problems. They damaged the diesel fuel storage tank, which resulted in a leak.

A car passing this time outside the storehouse caught fire due to contact with spills of diesel fuel, which caused a fire on an area of about 300 m2. The fire was successfully localized and extinguished. The driver of the vehicle was not injured.

The incident did not affect the energy and water supply of the Norilsk industrial region.

By Saturday morning, the company had pumped and collected more than 100 tons of oil products in the surrounding area. 

“The contaminated soil was replaced, the surface was treated with sorbents. The entire amount of the contaminated soil was transported for temporary storage to the territory with a waterproof coating, where the penetration of oil into the environment is excluded. In the near future, the collected oil products will be recycled,” the company said.

The company together with the employees of the Rosprirodnadzor (the Russian Nature Management body) carried out airborne surveys of water bodies of the Norilo-Pyasinsky water system to identify cases of penetration of oil products into the water bodies. The gas rescue service is installing booms near the mouth of the Ambarka River for the collection of oil products to exclude their further penetration in the nature.
