Murmansk Region Seeks to Ease Drone Usage for Photography and Videography

The Ministry of Regional Security of the Murmansk Region has developed a draft regulatory act that eases the possibilities of using unmanned aerial vehicles (UAVs) for photography and videography. This was reported by the regional Tourism Committee on its website.

In particular, the draft provides for expanding the list of bodies, organizations, enterprises, legal entities and individuals who have the right to use drones. "All categories of legal entities and individuals who are supposed to be allowed to use UAVs for photography and videography within the boundaries of municipalities must obtain permits from local governments," the message says.

Categories not included in the list must send written applications to the operational headquarters of the regional government, with the exception of closed administrative-territorial units (ZATO), where the procedure for issuing permits for photography and videography using UAVs is special. Corresponding sections have been created on the websites of each municipality of the Murmansk Region.

In addition, it is proposed to give local governments the opportunity to establish in settlements the places over which drones can fly at altitudes of less than 150 meters to meet the needs of citizens, public, sports or educational organizations without permission. Local governments will do this if there is such a need and in agreement with the territorial divisions of federal authorities.

Such amendments are being introduced in connection with the recommendations received from the Ministry of Transport of Russia on making changes to the existing regional regulatory acts on the prohibition of the use of UAVs, as well as the changes to the Federal Aviation Rules that came into force, the message says.
