Addressing to the Federal Assembly, Russian President Vladimir Putin proposed to use the funds received from environmental payments to improve the environment, according to the Russian Ministry of Natural Resources.
Today, fines paid for environmental violations go into the general budget and then allocated to a variety of tasks. Now, according to the decision of the head of the state, these funds should be noted - "highlighted" so that all of them are then directed to solving environmental problems.
Russian Deputy Prime Minister Viktoria Abramchenko commented on the president's statement, saying that the decision to "highlight" environmental payments is one of the most important issues for improving the environmental safety of Russia.
“Business should switch to a fair principle: «if you litter - you clean». And the Government is already working on creating a mechanism for the targeted use of payments for environmental restoration, reclamation of hazardous sites, for example, a fine from the accident in Norilsk,” she said.
In addition, the head of the state set a task to reduce the volume of harmful emissions into the atmosphere in the 12 largest industrial centers of Russia by 20 percent by 2024.
The experiment on quota emissions of pollutants in 12 industrial cities has been in effect since November 1, 2019. The list of quotas includes 487 objects. These are enterprises, the private sector, transport infrastructure, which are the main air pollutants.
