The Ministry of Natural Resources proposes to simplify the approval of the installation of animal crossings across highways

The procedure for approving the installation of ecoducts, through which forest animals can safely cross transport routes, is planned to be simplified. The Russian Ministry of Natural Resources has developed a corresponding draft government resolution.

“Ecoducts are animal-safe bridges or tunnels through which wild animals can cross a road or highway without leaving their natural habitat. They are located on migration routes, at places where animal paths intersect, so that animals can easily find them,” says a message on the department’s website.

The ministry noted that today the procedure for approving the construction of animal crossings is quite lengthy. In particular, coordination is required with the authorized government agencies for the protection and control of the use of wildlife and their habitats in the constituent entities. “The changes prepared by the Russian Ministry of Natural Resources will make it possible to avoid approval of the construction of eco-ducts at the regional level,” the statement says.

The Ministry of Natural Resources emphasized that the document does not provide for the release of developers and technical customers from the obligation to install special passages on dangerous sections of roads in places where wildlife objects are concentrated and on their migration routes.

“According to the state company Avtodor, for a long time the only way to prevent road accidents involving animals was a road sign. The first eco-duct in Russia appeared in 2016 on the M3 highway in the Kaluga region. Today their number in the country has already exceeded 250 units and continues to grow. The development of such road infrastructure reduces the risk of encounters between humans and wild animals on the road,” the department noted.

The draft resolution developed by the Ministry amends the Requirements for preventing the death of wildlife during production processes, as well as during the operation of transport highways, pipelines, communication and power lines. The document is posted on the portal of draft regulatory legal acts for public discussion.
