The introduction of the concept of a tourist trail into Russian legislation will allow the development of the outdoor industry in Russia, the corresponding amendments have already been prepared, said Anton Grigorov, senior managing banker of the state development corporation VEB.RF.
“In the Russian Federation there is no concept of tourist trails in the legislation, and this is a whole gigantic industry, abroad it is called the outdoor industry, which we do not have in our country. And this is hundreds of billions of rubles in revenue and tax revenues, ”Grigorov said at a meeting of the Federation Council Committee on Agrarian Food Policy and Environmental Management, which took place this week.
According to him, in order for such an industry to be created in Russia, it is necessary to provide for the concept of "tourist trail" in the legislation.
“VEB has dealt with these issues for a year. We have prepared amendments to the federal law on tourism activities. Now all this is sent to the relevant federal executive authorities. The basic performer in this area is Rostourism,” Grigorov said.
In August of this year, Prime Minister of the Russian Federation Mikhail Mishustin at a meeting in Gorno-Altaisk on the development of the tourism industry said that he had instructed Rostourism to prepare a regulatory framework for creating tourist (ecological) trails in the country and fixing the corresponding concept in legislation by September 15. Irina Slesareva, general director of the ethno-glamping "Altai nomad camp", also spoke at this meeting. She spoke about the restrictions that hinder the creation of tourist trails and related services in specially protected natural areas, forest fund lands and agricultural lands. In her opinion, fixing the status of a tourist trail in legislation would help to solve the problem.
The outdoor industry is, in a broad sense, the outdoor recreation industry. This concept includes various tourist and sports activities, for example, camping, kayaking, trekking, rock climbing, cycling, skiing, surfing, etc.
