The corresponding order was given to the heads of municipalities by the governor of the region Vladimir Solodov. In particular, they have to develop one or two locations that could attract tourists.

At the moment, the third stage of master planning is being completed in Kamchatka, during which a concept for the implementation of the scheme of the tourist territorial project for the development of macro-territory until 2035 will be developed. The authorities have already identified four locations for the organization of all-season resorts.

However, there are many more points of attraction in the region that cannot be included in the federal program. It is they who will be allocated to the heads of municipalities.

Currently, four locations have been identified as priority in terms of tourism development. Two of them are located in the Elizovsky district: these are the Zelenovskie Ozerki shopping mall with a total area of 55 hectares and a plot in the village of Malka with a total area of 50 hectares. In Ust-Kamchatsky and Milkovsky districts, one location was identified.

These settlements are remote from Petropavlovsk-Kamchatsky, while they are located on the most popular and hard-to-reach routes. The emergence of four new all-season resorts will increase the quality of the room stock in the region and reduce the seasonality factor.
