In Russia, they propose to exempt the construction of tourist facilities in the Arctic from expensive expertise

Boris Titov, the Commissioner for the Protection of the Rights of Entrepreneurs under the President of Russia, announced the need to amend the Urban Planning Code of the Russian Federation, which would abolish the requirement for the examination of project documentation and engineering surveys for mini-hotels and small camp sites in the Arctic zone.

"The problem is connected with difficulties in the construction of tourist facilities in the Arctic zone. Entrepreneurs complain about the difficulties in the development of plots of 1 hectare, which are issued free of charge under the relevant government program. In particular, businessmen are receiving complaints from the Republic of Karelia that municipal authorities refuse to issue permits for the construction of facilities to accommodate tourists in the northern regions," Titov said in a letter to the head of the Ministry of Construction Irek Fayzullin, an excerpt from which leads gazeta.ru.

According to Titov, the basis for refusal is one of the articles of the Civil Code, which states the need to provide a positive opinion on the examination of project documentation and engineering surveys of capital construction projects.

At the same time, the article prescribes exceptions that relate to detached capital construction projects no higher than two floors and a total area of no more than 1,500 square meters, if such objects are not intended for citizens to live and carry out production activities.

In turn, mini-hotels, guest houses, tourist bases quite fall under these parameters.

The Commissioner for the Protection of the Rights of Entrepreneurs under the President of Russia pointed out at the same time that the examination of the construction of tourist facilities in the Arctic is a rather expensive and lengthy procedure. Taking into account the fact that the development of the Arctic zone is a difficult and socially important process, it is necessary to ease the conditions for investors in order to increase their interest in the Far North, Titov believes.
