The State Duma of the Russian Federation adopted in the first reading a bill aimed at the development of cruise tourism in the Far East and in the Arctic zone of the Russian Federation.
The document provides for the abolition of the border regime for vessels under the flag of the Russian Federation carrying tourists in case of entry into ports in the internal sea waters and the Russian territorial sea adjacent to the territories of the Far Eastern and Arctic regions.
The explanatory note to the document states that now more favorable conditions have been created for foreign cruise ships than for Russian ones, which are "obliged to comply with the rules of the border regime, which entails the need to issue numerous permits and notifications."
It is believed that the adoption of the law will significantly simplify the procedure for conducting tourist activities by Russian cruise ships, reduce the cost of tourist products and allow tour operators, cruise companies and cruise ship operators to plan tours for a longer period.
