In the spring session, the State Duma will consider a bill relating to homeless animals. Chairman of the State Duma Committee on Ecology, former Minister of Natural Resources Dmitry Kobylkin shared his opinion in an interview with the "Vedomosti". According to him, a working group has been created in the State Duma, the committee is working, all proposals and initiatives are being carefully considered.
“There are defenders and opponents, our task is to find a middle ground. We are trying to comprehensively resolve this issue: to give more rights to the regions, to establish the responsibility of citizens, to start counting and marking animals. We expect to resolve some of the issues by adopting relevant laws during this spring session,” Kobylkin said.
He said that a draft law on public-private partnership in the construction of animal shelters was adopted in the first reading.
“That is, part of the money for their construction and maintenance is given by the state, and part of the money is provided by business. It is clear that companies do not particularly want to invest - these are not business projects. But in the current conditions, it is unlikely that other funds will appear for the construction of shelters: the state does not have funds for this today. Therefore, the responsibility of citizens is in demand more than ever,” the deputy stressed.
