The Russian Ministry of Natural Resources has proposed incorporating into the federal law "On the Animal World" a list of specific cases in which it is permissible to extract animals listed in the Red Book of Russia, excluding aquatic biological resources. Previously, these cases were outlined in a 1997 document.
"The removal of endangered animals from the wild is possible exclusively for their conservation, monitoring of population status, eliminating threats to human life, preventing and eliminating the spread of infectious diseases, and preventing suffering of sick or injured animals," the statement said.
The statement emphasizes that the removal of endangered animals from the wild should not harm populations or their habitats. Permits for such activities must be issued by Rosprirodnadzor (Federal Service for Supervision of Natural Resources). When issuing a permit, the decision of a special commission, which includes representatives of leading scientific institutions in the country, is taken into account.
The Ministry of Natural Resources reminded that hunting for endangered animals is prohibited by Russian law, and violations are punishable by criminal penalties, including imprisonment.
