The Cabinet of Ministers will submit proposals to the head of state on the creation of federal year-round sea resorts designed to receive at least 10 million people a year.

In addition, the territories where these resorts will appear should be determined. The government was instructed to submit its proposals for the master planning of these territories, including the design of pools with artificial heating. At the same time, leading companies with experience in the territorial design of the world's best resorts should be involved in the work.

The head of state also ordered to maintain a register of settlements with high tourism potential and develop a set of measures to create tourism infrastructure facilities on their territory.

Until March 1, 2023, the government is also instructed to ensure the development and approval of a program for the development of hiking trails. Thanks to it, at least a thousand routes can be created in the country.
