Legislative work aimed at ecotourism is currently the most important thing for its successful development, said Sergei Bachin, Director General of the Rosa Khutor Ski Resort, speaking at the II International Conference “Natural Tourism: A Global Challenge and the Discovery of Russia”.
The heads of the board of directors of the Agrant development group, Sergey Bachin and Interros, Vladimir Potanin, launched The Three Volcanoes LLC to create a tourism cluster in Kamchatka. It is planned to invest 15 billion rubles in the construction of tourist infrastructure and the creation of ecological routes. The total cost of the cluster is estimated at approximately 39.2 billion rubles. The project includes Mutnovsky, Gorely and Vilyuchik volcanoes with the adjacent territory. The developers of the project, the Interros and Rosa Khutor companies, believe that by 2037 the park will attract up to 460k of new tourists.
According to him, the regulatory framework should be consistent with the goals of ecotourism and tourism in general. “After all, tourism is not only nature, but also a set of services: you need to bring a tourist to a place, place them, and ensure their safety, including medical assurance and their physical health,” he said.
Bachin said that the Russian Ministry of Natural Resources is actively working in this direction, a number of amendments are being introduced and “even a new policy” will allow ecotourism to reach a new level of development and make special protected natural areas available.
"We also take part in this work and believe that within a year and a half to two years the policy will be introduced," he said. The general director of Rosa Khutor noted that within special protected natural areas there should be several categories of territories - areas closed for tourism, half-closed zones and lands open for tourists. But everything should be clearly regulated, he emphasised.
The bill received proposals from regions, the Presidential Administration, the Security Council, federal agencies, public organizations, and nearly 1,500 citizen appeals.
The forum, which brought together experts from a wide range of industries, hosted approximately 50 business events across three thematic areas: economics and investment, architecture and integrated territorial development, and tourism and hospitality.
