The ski resort, created from scratch by the state, will be transferred to a private investor in 2023 on an open tender basis. Tender documentation for potential investors has been published on the electronic trading platform, Kavkaz.RF reported on its website.
“According to the decision of the Board of Directors, headed by Deputy Prime Minister Alexander Novak, from January 10 to February 14, applications for participation in the tender will be collected, tender procedures are scheduled for February, and in March-April a contract for the sale of 100 % of the shares of Arkhyz Management Company JSC, the report says.
The conditions of the competition provide for payment and transfer of shares in two stages.
As Kavkaz.RF noted, the obligations of a private investor when buying Arkhyz will be serious.
“This is the creation of at least 30 km of ski slopes, including those with an artificial snowmaking system, the development of three tourist villages, one of which - Dukka - will be created from scratch, as well as bringing the total number of accommodation places to 8000. We are waiting for a responsible, focused for the development of a promising business cluster in this project,” said Andrey Yumshanov, general director of Kavkaz.RF, whose words are quoted in the message.
According to the company, for the guaranteed development of the resort, they will develop a schedule for the implementation of investment obligations under state control.
“The state has created the basic infrastructure of the resort, after which it attracts private investment. This will allow not only to replace budgetary investments with private investments, but also to direct the proceeds from the sale to the development of other “points of growth” in the North Caucasus, ”said Sergey Nazarov, Deputy Minister of Economic Development of the Russian Federation, quoted by the company.
Arkhyz is the flagship resort of the North Caucasus tourist cluster under the control of the Ministry of Economic Development of the Russian Federation. In total, the cluster includes six tourist and recreational special economic zones in which Kavkaz.RF builds and develops resorts. The most famous of them are Arkhyz, Elbrus, Veduchi, the company noted.
The bill received proposals from regions, the Presidential Administration, the Security Council, federal agencies, public organizations, and nearly 1,500 citizen appeals.
The forum, which brought together experts from a wide range of industries, hosted approximately 50 business events across three thematic areas: economics and investment, architecture and integrated territorial development, and tourism and hospitality.
