Alexander Uss: "The wisdom of the inhabitants of the North is very important for determining the strategic directions for the development of the region"

At the Council of Representatives of Indigenous Peoples under the Government of the Krasnoyarsk Territory, chaired by Governor Alexander Uss, issues of development of the northern territories of the region and special problems of managing the economy in the Arctic were discussed.

According to Sergey Vereshchagin, Deputy Chairman of the Krai Government, a state program is working in the Krai to preserve and develop the traditional way of life and economic activity of indigenous peoples.

Chairman of the Council, representative of the "Association of Indigenous Peoples of Taimyr Krasnoyarsk Territory" Grigory Dyukarev spoke about the problems that residents of the Far North experience when applying for permits, rights, and also when obtaining a medical examination.

Artur Gayulsky, President of the Regional Association of Indigenous Minorities of the North of the Krasnoyarsk Territory, informed the Council that the Russian Ministry of Agriculture last year approved a roadmap providing for the implementation in the Krasnoyarsk Territory in 2022-2023 of a pilot project to create a market model of agriculture based on the principles traditional nature management in the conditions of the North and the Arctic. If successful, this model can be extended to the rest of the Arctic territories of Russia.

“A significant part of our vast region is the northern territories, the Arctic zone. It is with the development of the northern territories that the future of our entire region is connected. Major promising investment projects are being actively implemented in the North. These are the modernization of Norilsk Nickel and the renovation of Norilsk. This is the largest field being developed by Vostok Oil, which will make Taimyr perhaps the most important oil and gas province not only in Russia, but throughout the world. But the culture and life of the indigenous peoples of the North are no less valuable for us,” the Governor stressed. 

"The wisdom of the inhabitants of the North is very important for determining the strategic directions for the development of the region. The development of the economy in the "north" should create favorable conditions so that, while maintaining the traditional way of life, residents can access the achievements of civilization, their life becomes better."

The Governor suggested that the members of the Council prepare a list of priority measures to improve the lives of representatives of indigenous peoples and discuss it at the next meeting. Some items from this list may be included in the draft budget for 2023.
